The borders need to be non-hostile to any who can make the trip. The more restictions tend to spawn hostility, that may keep some areas to be a little less vile. It just seems opening borders instead of gating everywhere. I just feel extended presence in some regions may be part of misbalance of crime to kosher ratio.
